After a fresh install my game is still broken.

Not the actually words and choices mind you. In menus like the character creation machine and the Pip-Boy, the device has become extremely pixelated to the point of being impossible to understand anything. While the actual menu items to click on are normal, the bordering monitors or devices have become unreadable. In addition the character in the character creation window has washed out eyes and very dark skin, even with the Caucasian default which I understand to be quite pale during gameplay. Even though the skin fixed itself, eyes on most NPCs were still washed out and pale, like the eyes of a man long dead. Also rocks all around the Capital Wasteland became smoothed, almost resembling smooth grayish clay rather than gritty rocks that they had been before.

 

The strangest thing is that this happened after I installed a mod (before which only the changed character eyes were apparent) and after I had deleted the entire bethesda folder and did a fresh install. where must I go to excise this monster I've unleashed? Is there some satanic ritual of some kind that requires a blood oath? That's the only things I have not tried so it must be.

My apologies for a double post, but this is new information. My game, while switched to high detail textures before starting again, still shows the above image when I get to character creation. Changing to High Detail changed nothing, so it must be a mod issue that has somehow corrupted my game, since this didn't happen until I had installed "Practice Makes Perfect" and "Ultra Pip-Boy Light." Here is the mod list I had used when the problems started and then PERSISTED even after two fresh installs. What I need to know is how to remove all traces that a mod might leave to effect the game from seemingly beyond the recycling bin. I had used the Fo3 Edit Master Update every time and followed the protocol to the letter. It should also be known that none of these mods have been updated past last December except for "Practice Makes Perfect" and "Ultra Pip-Boy Light," which were first installed a couple of days ago. After two fresh installs and no programming or mod creation experience, I've no idea on how to figure this out. Please help.

A vanilla Data directory only has the main and DLC ESMs and BSAs, two text files, and three subdirectories (Music, Shaders, and Video). The texture slider is the only thing that I can think of causing that issue.

Then it may be Fallout Mod Manager causing the issue. I'll have to check this out as well. Still, keep the suggestions coming.

 

UPDATE: Nope, after uninstalling Fallout Mod Manager and then deleting the entire Bethesda folder from the Program Files folder I've still got the issue, even just installing the base Fallout 3 game without DLCs. This is Fallout 3 GOTY Edition, installed long ago and working perfectly up until now. My blame lies in either the Ultra Pip-Boy Light mod or the Practice Makes Perfect mod creating some other routine in my system that can cause this, but I'm not sure. I'm stumped here.

 

UPDATE 2 : I've found someone with the same issue but fixed it. Here is the page. Welp, best get to fixing.
