I had no problems until i restarted the pc (i think there was a windows7 update too)

then i couldnt launch the game via NVSE in NMM. i launched the game from steam, then opened FOMM it said "fallout.ini is read-only do you want to change" i said ok. (it says that with fresh reinstall only)

and i have this wird half invisible texture glitch from 1st person view. pipboy is unusable, you can see insides of the weapon etc.

btw save file has clouds but they didnt appear when it loaded only until sometime later

i dont want to reinstall all the mods i have 137 plugins all were carefully installed =(

That is a strange problem I don't recall seeing before. But the textures may simply be the most visible symptoms of an underlying problem given what you report has been "off" since you rebooted. Let's consider some possibilities.

1. Was it a "soft" or "hard" reboot? The difference being you simply "restarted" (soft) without powering down (in which case the question expands to are you using "hibernation" in your "power settings" which preserves RAM to disk to speed up rebooting); or did you actually "power off" (hard; which will "flush out" the hibernation files)? When you "power off", let the system sit for 15-30 seconds so the RAM drains off it's electrical charge completely before powering on again. This is preferable to eliminate any possible corrupted memory that may get saved in a hibernation file.

2. That you were not able to launch the game as normal from NMM suggests a problem with that manager's install or disk files. Have you run a "chkdsk" on the drive in question to detect/correct any file problems? Something changed, and disk file corruption does happen if you suddenly lose power unexpectedly. (It's much less of an issue with NTFS than the older FAT file system.)

3. I'm not aware of any INI file settings that would produce the sort of texture errors you are seeing, but that was a reasonable thought to check since you had an indication they had been affected. Please see the 'Game INI files' and 'Restoring to "Vanilla"' entries in the 'First Timer Advice' section of the wiki "FNV General Mod Use Advice" article to be sure you covered all the bases.

4. Finally, are you using ENB Series "post processor"? Those images are suggestive of the "transparency problem" sometimes encountered with that. If you are, there is a new version (0.322) which you might want to look into.
