dubiousintent
Usually a "solid black" texture indicates a missing texture file. But that "spot" and location is suggestive of a necklace or dogtags rather than clothing, and it looks more like an overlay. (From what I can make out, it appears the zipper of the jumpsuit is pulled down for some chest to be showing. But "skin" in clothing is typically a part of the clothing itself instead of from the "body" underneath.) At first I thought it was perhaps the "crosshairs" texture of your weapon, but decided it was "too off-center" for ironsights. I take from your description that this spot only appears on the one character's jumpsuit? You mentioned black "shins" as well. Were those supposed to be showing skin or some clothing? Fixing the one issue will probably fix the other. See the 'Issue: Find the source mod-index of an object in-game' entry in the 'Solutions to Mesh (Red "!" icon) or Texture (solid color) problems' section in the wiki "Fallout NV Mod Conflict Troubleshooting" guide. We REALLY need to see your sorted "load order" as produced by LOOT; to include the main game and DLC files. With modded games, its the sequence, not merely the list of mods, which is the cause of many problems. LOOT's sort gives a good first approximation, correcting the most obvious issues and is sufficient for most players. Instructions on how to copy it's list for posting are in the "How to ask for help" article, and "Checklist Item #11' entry in the wiki "Fallout NV Mod Conflict Troubleshooting" guide. -Dubious-

dubiousintent
How to fix a "missing/solid color" texture problem. 1. Identify the load order "mod index" of the plugin the object in question (i.e. the black spot) belongs to using the procedure laid out in 'Issue: Find the source mod-index of an object in-game' entry in the 'Solutions to Mesh (Red "!" icon) or Texture (solid color) problems' section in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.2. Make sure you have installed all the "art assets" of that plugin (that is: any ESM and BSA files required). Check the mod "requirements" carefully. Sometimes these are a separate "mod" or file download.3. Toggle "ArchiveInvalidation" off-and-on again. If that is not enough to fix the problem, then you have to determine if the texture (DDS) file is missing or corrupt.4. Examine the plugin in FNVEdit. (Note that the "mod index" will be different because you probably won't be loading all of the plugins from your "load order".)5. Locate the object, using the "Form-ID" that was returned when you identified the object in Step 1 above.6. Find the "model" (MODL/NIF) filename and path of the object in question. (The "texture file" name and path is located within the model/mesh "NIF" file.)7. Use NifSkope to open that NIF file.8. See the wiki article "How to fix hard-coded texture paths in NIF files" for the procedure to locate the texture file entry within NifSkope. (The path needs to be "relative" instead of "absolute"/"hard-coded" in order to be found, which is what that article covers.) But in short form the procedure is:* Open the NIF file in NifSkope.* Click on the part you want the texture for; it will highlight it in the Block list.* Expand it and highlight BSShaderPPLightingProperty. Expand that.* Highlight BSShaderTextureSet.* In Block Details you will see textures (DDS files). Expand it.* There you will see the paths to the textures used by that mesh.9. Once you have identified the texture (DDS) file in question, first ensure it is present. If it is, then you want to replace it as it might be corrupt. Either way, install or replace by extracting that file from the plugin archive (or extract the DDS file from the appropriate BSA with FOMM) and overwrite the file (if any) in that location.10. Toggle "ArchiveInvalidation" off-and-on again.11. Test the result. If nothing changes, then you most likely identified the wrong object and need to start over. Otherwise, you have a mod conflict that is overwriting that object's record, which requires a change in the "load order" sequence or a "merge/bash patch file" to correct; though this is much less likely for a "missing texture only" problem. (Please see the 'Third Rule: Rule of One' and 'Merge Patch File' sections of the wiki "FNV General Mod Use Advice" article.) Regarding your "load order": Move any "inactive" plugins out of the game "Data" folder. They count against the "plugin cap" because they get loaded by the game engine if found, and can cause "Missing Master" problems. Please see the wiki "Missing Masters" article if you get that error message. Finally, you are playing TTW. Not all mods for FNV are compatible with TTW. You may need to check their forum. -Dubious- Edited December 17, 2017 by dubiousintent

dubiousintent
Glad to hear it, and you are welcome. For the benefit of someone later coming across this, you might want to mention just which of the three possible fixes I laid out was successful in your case. And I have now added this as 'Issue: Fix a "missing/solid color" texture problem' to 'Mesh (Red "!" icon) or Texture (solid color) problems' section of the wiki "Fallout NV Mod Conflict Troubleshooting" guide. -Dubious-
