yes thats correct. As for why would you download more than once? some people forget where they downloaded and do it again. sometimes the download will not complete and they need to start over. corrupted files. hundreds of reasons.

Alright I was just kidding with the uploader part, but you can't put too much into those figures.

People probably won't d/l the same file more than once on purpose. I've done it a few times when I've forgotten that I had it already, but that is probably a closer indicator of how many people have downloaded it.

The unique dl's being based on IP address is not much of an indicator. With the majority of people now on dynamic IP's then several people will only count as 1 unique, or the same person count as 2 unique if they downloaded the file on different IP's.

Also, if you look at the front page numbers alone, then 2 mods with 50,000 total downloads each might seem as popular as eachother.

But then peek at the files. A mod that has gone through many updates will have been downloaded several times by some.

Take A World Of Pain for FNV. (If you have FNV then do lol, it's an awesome mod)

79,827 UNIQUE D/LS / 224,624 TOTAL D/LS

If you look at the individual files then you can see that those numbers are spread over different revisions.

The think the unique dl's was an attempt to guestimate how different people had installed the mod, no matter what version they had installed. Being as we actually have to log in to download now, then the unique figure could be far more accurate now.
