When approaching cities/towns the Game Lags, Freezes, Then CTD

what the title say's. i'm able to walk around in the wild with 0 problems, but when getting close to any city or town the game proceeds to stutter (mouse moves very slow) and eventually crash. i just finished a giant modding session and i was stupid enough not to check for problems in game after adding a few mods.
