Best Combo of Horse Speed Mods/Is this a good one?

I am looking for better horses, the turning speed and general speed kinda suck, esp at high levels.

 

Will these 2 work together?

Ok, I couldnt get the one that says it works with all mods working, but I think that I got the one that gives +30% working, is there a way to test how fast I am going to see if I did it right?

 

Also I am also adding this one, hopefully that doesnt screw things up.

when you said horse speed.... it gives me ideas, BUT

it seems there is no racing mod in Oblivion

would be pretty much very interesting if there is speed racing mod in Oblivion

running competition or horse competition something like that
