Sheogorath Disappeared

i did the retaking the fringe, the commander said me to inform sheo to what to do next (weird sentence no. 4)

but i can't find sheogorath anywhere!!! :wallbash:

i've had a similar issue on my first play; sheogorath doesn't change when he is supposed to be

any ideas?

 

P.S

in the uesp, these two are said to be rare bugs. Is it true?

 

 

Edit: Solved the first!!! (uesp is handy) but i have a new problem whenever i approach the standing stone in milchar (for the tree of shades) the doppleganger doesn't come. I've tried setstage but it says it's wrong reference ID (sqt gives the Ref ID, Right? Or do i need the base ID)
