origin of the mages guild help

I was trying origin of the mages guild and when was on the quest to rebuild the Bruma mages guild but the lady who was supposed to be in the council room wasn't there. I have some other mods downloaded and was wandering if some of these were conflicting.

I think you should sort out your load order. Try Dev_akm's load order guide.

BTW, Oblivion.esm should always load first.
