How to import an Oblivion/Fallout 3 hair mod to Skyrim?

I want to bring Kozaburo's hair from Oblivion/Fallout 3 to be used for Skyrim. The Fallout 3 version is basically an import from one of Oblivion's Babe Hair I believe.

 

I was reading one guide, but it was made for 3d studios max...but it doesn't support .nif files, and all the nif plugins look outdated and don't work for Skyrim, from what I read of comments.

 

I read another guide using TESsnip...but that guide was really outdated too. And I guess there is SkyEdit, but I don't know if that would import an Oblivion mod into Skyrim.

 

So, anyway to do this currently? Would love to use the hair for my character.
