Console opens but doesn't work after a half a second or moving a mouse.

I open console and it opens, but after half a second or moving mouse cursor it just stops working. It's still open, but I can't enter commands or anything and when I move mouse cursor my character matches movement, I can attack or do spells and everything else as if console was not open, but it is. I noticed that this problem occurs with OBSE but doedn't with usual oblivion launcher, but I can't use any mods without obse, so please help me with my problem.
