Mini nuke crafting from mini nuke parts

lol, when you say, "Are you sure that is wise?" What are you meaning? That it will break the game, or just break your idea of Lore?

You can create extremely rare chances of LL items appearing, and.. if these items exist in the game then to me it is fair to assume they could have been looted by any number of factions over time and be found in containers belonging to raiders or gunners etc. I understand Fort Strong was something like a research facility. but, the mini nukes exist in game, meaning they made it past that R+D stage. Surely there would be more than one place they could have been assembled? Also, you could suggest that for transporting, that disassembly was more stable maybe? Raiders wouldn't know how to assemble them safely but would know they are valuable if they managed to come across a convoy of APCs transporting them. And you know.. That convoy could be stopped by anything Supermutants that didn't loot that stuff because they are too dumb maybe. Deathclaws etc.. Man, you just gotta have imagination. That is why mods are great. the game has Lore, but with a few added notes or holotape journals/terminal entries, you can add to it.

Simply add an entry in a terminal at fort strong for example, saying "We have begun shipping out the prototype parts to outposts. An Explosion in one of our convoys was the hard way of learning they transport safer when disassembled."

That is a terrible basic example.. but I don't see why adding them to the LL is "unwise"

it would be best to make at least one component much rarer than the others, that way, you might find the fins or other parts more often, but rarely the main explosive component. that would explain why you are finding parts rather than an entirely assembled nuke.

I admit defeat. Anyway, have fun on your idea, because it looks fun. Notes always make the lore get more friendly anyway.

Actually, I think I would go and re-add those perks to craft the MIni-Nukes so people don't suddenly craft Mini-Nukes at a surplus since the original one had the same perks also on the crafting of the main mini-nuke itself.
