so i get 30 fps in cities and some caves

i modded my skyrim and everything its ok, i get like 40-50 fps outside except that in cities when i enter i have 30 fps and i cant figure why, in some caves the fps drops too from 55-60 to 30, i have an gtx 970, i5 4460 and 8 gb of ram. This is my load order:

Try by uninstalling these four mods: Populated Dungeons Caves Ruins, Populated Forts Towers Places, Populated Lands Roads Paths and also RealShelter. As you mentioned it happened in cities and caves and these three mods adds more people which will lower your fps. Once I had the Realshelter mod, but I removed it because for me it lagged so much and it could even make my game crash.
