None of my settlement mods are working

I downloaded a bunch of mods for a new save game using the nexus on PC, but any of them related to settlements, settlement building etc just aren't there; it's as if I never installed them. Only settlement mods are doing this though. New dialogue, armorsmith extended and CBBE all work fine. It's not just the menu, it is also scrap everything and mods that rebuild croup manor and taffington boathouse. *Any* mod that exists within the green circle doesn't show up at all. This is my load order:

NOTE: this is not my full mod list, I also had Achievements and Settlement Keywords Expanded until I uninstalled them, suspecting conflicts.

 

I had initially installed the script version of SKE but when I tried to properly uninstall it (mod page suggests taking a chem in game) I couldn't find that chem within the crafting station. So I gritted my teeth and just pulled it out without that procedure. It is still all the default vanilla categories that display in the menus. When I uninstalled SKE incorrectly it was because I *couldnt* uninstall it correctly, the chem I had to make to enable safe uninstall didn't exist.

 

I have tried using the standard exe for FO4 as well as the F4SE launcher but they were exactly the same, might try uninstall F4SE scripts to see if that makes a difference?

 

I've fiddled around with the load order quite a bit, I've researched the mod creators' suggestion for load orders as well as used LOOT's, but there are no immediate errors jumping out at me from what I can see, or maybe I'm blatantly missing something that someone else can see?

 

I have also edited the Fallout4Prefs.ini and Fallout4Custom.ini files before installing any mods.

 

I have tried using homemaker on its own without any other settlement mods installed and that doesn't even show. Maybe there is an ini file related to settlements somewhere that I could change?
