Spell Effects bug

So I recent got back into skyrim after about a 2 month hiatus and installed a bunch of fancy new mods and started a new playthrough. However I'm having a strange issue, occasionally when casting a spell My hand will show the spell idle animation but there will be no visual effect for the spell and no sound. If i hit the cast button my hand will reflect the cast animation and my mana will drop but there will be no sound, fx and no damage will be done.

 

This happens fairly frequently. Has anyone had a similar issue/know how I can fix this?

seem to be having a script problem like me.

 

It's the new script style that delays s***, I uninstalled the game but it still doesn't work.
