weird slow motion bug

Currently encountering a weird slow-motion bug.

 

It is not the bug where you use the Steady Hand perk to slow time permanently -- I've tried reloading old saves to no avail, and also using the Steady Hand perk again, which only slows time down even more.

 

I've also tried unloading all mods and changing the graphics from ultra to high but that doesn't seem to fix anything either. Also, the introductory Bethesda load screen does this weird looping thing where it cuts out every few seconds. Anybody having any similar issues or know what could be causing this?

Same problem here, stuttering in the Bethesta load screen and permanent slow-motion. The default Settings are Ultra, but even with low Settings i get a 60fps slow-motion-effect.

I tried Game-Booster 3, stopped all Autostart-programs, tried the 4Gb Mod, but nothing works. Sometimes I can play normally after a reboot of my notebook, but after the next reboot it is in slowmo again.

I would be glad to know what causes this and how I can fix it.
