odd bounty bug

i found myself dragon hunting north of whiterun, and all of a sudden a pale guard runs up to me and says i've got over 6000 gold in fines. i have no idea how i got said fines & figured... hell, i'm not paying him, nor am i going to jail, so i tried to kill him... and he turned out to be essential. now the only thing i can think of is that WIS's elite guards started killing stormcloaks without cause or crime in and around riverwood (yes, i know that's nowhere near the pale)... so being a stormcloak myself i butchered them. at the time i didn't get a bounty, nor after the fight was over. but i killed about 6 or so elite guardsmen, so 6k bounty in gold, it fits. anyone have any ideas about what's going on? oh, and i happen to be a thane at most places, however most of the thane dialogue options for the various holds is missing. (and has been for some time)

 

i suppose my loadorder is fair game so i'll post it. fyi, i am using boss, but it's logic escapes me sometimes, so i tend to reorder things afterwards.

I had a similar experience when I used the Warzones mod. I kept getting ridiculously high bounties. Within 5 mins it would jump up to $20,000 or more. I like using followers, so I guess I got blamed for their crimes as well. I kept having to reload saved games, so I just deleted the mod. I'm sure there's a way to fix it, but I gave up trying. I don't even mind paying fines, but when the guards kill you on sight, it keeps you from starting a lot of the quests.
