NMM won't recognize FalloutPrefs.ini. At wits end!

Hello All,

 

Recently I did a reinstall of Fallout 4 and went to reinstall certain mods that I kept from the last game. When I start up NMM, it tells me the "Fallout4Prefs.ini" is missing, run Fallout 4 to create the ini. file. I did that and it does create the file in C://My Documents/My Games/Fallout4. However, NMM straight refuses to recognize the Fallout4Prefs.ini file. I went back deleted all mods, deleted Fallout 4 from my Steam folders and any remnants of the game files. Also, I deleted the save files and ini files by deleting the Fallout 4 folder. I wanted to start a full fresh game so I got rid of the save files as well. I did a completely new game install, deleted NMM and all the files in the Local/Users file. Everything on my PC related with Nexus MM, gone, deleted. I did a fresh install of NMM, along with the typical set up and scanning for games compatable with NMM. Again....doesn't recognize the Fallout4Prefs.ini file. By this time I'm getting pissed to no end. The Fallout 4 game is naturally up to date, I'm using the newest version of NMM, I don't understand. I've done everything that I know to do and everything that I've read after scanning forums searching for the answer. And as far as I am aware nothing in the Prefs.ini need to be added since long ago for mods to work. Someone please help me with this issue I am at wits end and about to delete all of it from my PC out of frustration. I have never in all the time I've been playing and using mods with Fallout 4, even when we had to add lines in the prefs.ini, had an issue like this one. This has never happend before and I've owned the game since its launch.
