Cell-based Weather/Lighting

So I have been working on a mod for the past few days and it involves a lot of outdoor world editing and I have run into some problems with things that I think would otherwise be fairly simple. I am looking for a way to edit the weather and/or lighting for a specific cell so that I can add some more atmosphere to a given area. Bonus points if I can find a way to make this specific to a certain time of day as well (ie: morning leads to extra fog in this cell or something). Any input would be much appreciated.
