I realized I had not seen what my normal fps was without mods to see how far I could push it. Come to find out that I was locked at 30, ok easy, must be Oblivion stutter reducer. Well I had that ini file set to max fps of 60, weird. So I decide to delete it all together, still locked at 30. I then thought maybe Steam cloud sync kept it around, so I turned that off and did a clean install of oblivion, no mods. Capped at 60fps because of v-sync, ok that's progress at least! Well I come back a few hours later, having changed NOTHING, turn v-sync off to see my true max fps, and bam. Locked at 30 fps again. Turned v-sync back on and still locked at 30. I have also turned off v-sync in NVIDIA control panel a few days ago, so only the game controls it. Any ideas as to what could be causing a completely vanilla oblivion to be locked at 30? Also side-note: Why did OSR cap my fps at 30 and not 60 like I set in the ini? I run skyrim on high, so I know I can run oblivion just fine and it is 30fps no matter if on low or ultra-high.
