I don't know if that was changed in a recent patch, but a while back I wandered into Windhelm and started a spree of violent larceny, as I am wont to do. At the time, Hjerim had a master-level lock instead of a key-only lock, so I had a challenge. Inside, the quest Blood on the Ice started. However, the only trigger that ever occured was Calixto commenting on the amulet I found. I turned to the wiki in desperation, tried to get the first part where the townsfolk crowd the body, where the guard tells me to do stuff, and where I have to interrogate people. Nothing triggered. I don't know how to "console" the quest arights, and I would very much like to avoid doing so. I've heard this is a very buggy quest, but none of the other posts quite starts with destroying Bethesda's scripting by attempting to pilfer the butcher's den.
