Possible Memory Leak?

I tried playing fallout 4 and the fps drops to less than 10. I checked task manager and fallout is using almost 7 gigs of memory.

I used ENBoost and the situation was better but certain textures were downgraded terribly. I could not deal with this so I changed enb to Decent ENB, and removed ENBoost.

Need I remind you, I handled the game perfectly fine 60 frames capped with ENB(50 in cities).

Attached image is task manager showing the memory the game is using. Then i turned off all the ENB and the game was still having the same issue....
