Problem with Nexus language filter

I clearly do not know how to use the language filters or there is something missing in the filtering system. I am trying to block all pages unless they have English or German text or are not flagged. I do not want to filter out pages that include other languages as well as English.

 

I was searching for Perk Points per Level the other day and could not find it because it because it is in Russian as well as English.

 

Please teach me.
