LOD Trees - Showing up where they arent wanted

I created an Exterior cell that is meant as an Interior. I wanted the LOD to show up through the windows and that is why i chose this specific set up. Everything works perfectly fine, the lighting, weather turned off etc... but for some reason I am having LOD trees show up inside my interiors. Now i have already set up a region with boundaries in the region editor but how do i remove the LOD trees from being shown within those boundaries?

 

On a side note, the interior statics are so massive that it covers 6 cells - and other than switching my settings to load more than 5 cells, once you enter the interior, a certain cell doesnt show up, displaying the whole exterior as if you were outside until you get close enough and it loads. Other than setting everything static wise in there as Full LOD, which is causing major lag issues in game, is there another way to have these statics permanently appear?
