fuzzy effect in oblivion

hello, I just got back into modding oblivion, its pretty much perfect for me however there is a film grain issue in my game, I cant spot where it is coming from because ive deactivated all of the effects that would cause. As you can see on the image it looks grainy near the mountains and in the sky, this is on very high and 4k resolution so its not a quality issue.
