Radio speech stuttering (While someone is talking on the radio)

i've been searching for solution everywhere but it seems that people only have issues with mp3 on radios. But in my case i suggest it's something with .ogg files cause only speech gets stuttered when outside. How can i fix this? Anyone's experienced the same problem? Thanks.
