I'm having this issue big time and done everything I can think of and have found. My question is can I do more modding to my game if I don't use any of the DLC and does giving up the DLC cut the game experience down by much. I think I'd rather mod my game more if I can dump the DLC.

Thanks

Ok, I did some research and found that the problem is that both the Step "fear and loathing" guide as well as your description are missing a space which makes the argument in MO launching of fnv4GB.exe fail.
the part of the argument that goes "FalloutMO.exe" should be
"Fallout MO.exe",or if using ENB "Falloutfnv4GB.exe" should be "Fallout fnv4GB.exe". Otherwise it will only load to the launcher which you said means fnv4GB did not load. I've tested it each way and that was the problem. It'd be nice if the description for the ENB argument could be changed here to included the space as well as the Step Fear and Loathing guide which has the non-ENB argument without the space invalidating it as well at least it does consistently for me <edit: I just added a space on the Step wiki so it's correct now. I was able to affect that minor yet ultimately significant edit there : ) I literally beat my head against this wall for the past 4 days straight. I'm very happy it's resolved finally though I wish I'd known earlier and saved the trouble.

Where is the built in cell purger, how to turn it on? You don't mean Zan's cell purger mod do you ? Now that this works do you think Zan's purger is still a good idea?

Thank you

The first part is preferred you explained: -exe FalloutNV.exe
So..
-exe FalloutNV.exe -laaexe .\Fallout MO.exe -SteamAppId 22380

or if using an ENB (tip*Skyrim's works best applied to FNV) change it to:
-exe FalloutNV.exe -laaexe .\Fallout NV4GB.exe -SteamAppId 22380

a space before the first -exe

(should set fnv4GB.exe to be run as administrator)
