The game pushes me forward when I enter a cell

I've been trying to do the Wheels of Lull quest, Deep Down.

I reach the bottom of the mine, enter the elevator room, and proceed to Lull-Mor upper half.

Instead of Llavados talking to me and completing the quest, all I hear is "Useful though, we use them to guard the place, Sotha Sil Shouldn't be easy to reach after all."

 

I suspect that this has something to do with the way the game always places me a few steps forward than just past the door whenever i enter a cell.

Does any one know how to fix this? Is it caused by a mod?

 

Feel free to say if i should put up a spoiler warning, my load order, or something else.

 

Any help would be much appreciated.
