Need help making new faction mod!

Hey! So I have an idea and I'd prefer to work with some people to make it. I'm an idea man and have no experience with any form of modding. My idea: To make a mod that adds in two new factions to the Wasteland. With a heavy focus on Power Armor usage. The idea is that a force of survivors from the Wastelands of China invade the US. They've built their own Power Armor suits using ones left behind by the Americans in the great war as a blueprint. (I'm trying to look into the lore to find a way to make them Japanese, or at least have taken influence in design from Japanese culture such as Samurai. Samurai Power Armor sounds badass and you know it!) And when they arrive they are met by an Organization known as G.O.D (Guardians of Democracy) that exist in secrecy, waiting for a force from the outside world to make a move into America. That's the gist of what I got right now. Mainly my idea is to (If I can get help and we get permission) utilize the Knight Power Armor mod for the G.O.D faction, and if possible to utilize a new Samurai themed Power Armor (Like I said I know Samurai are Japanese I'm trying to find a way to make it work.). So you have basic infantry but the Power Armor users mainly deal with Melee weapons. I know I only have a very bare bones idea going right now. But I feel like it has potential.
