Skyrim ignores .ini anf launcher settings

Good day!

I m havign major issues with my Skyrim SE, which I never had before reinstalling the system. I used to always run system in russian, now I switched to english through the language pack. This was the only major thing which changed.

 

-Fresh install. No mods.

-Running skyrim SE through steam and laucnher - allows to change setting yet runs skyrim itself persistently in the same resolution, regardless of .ini settings and laucnher option choices.

-Tried running game in english, russian, with additional strings which I downloaded through nexus and w/o. Same result, .ini and launcher changes language. The game itself -stays english. Always.

-Only tab in main menu which is bugged is Mods tab. Had a weird $ sign and renamed into Mod Manager.

-Tried running the game offline,online, w/ Steam Cloud disabled and w/o, w/o internet completely - result is always the same.

-Verifying the game cache on different servers (Saint.P, Columbus) didn't help.

-Ran through standard suggestions from Bethesda and majority of forums (run as admin,disable xbox DVR, disable steam overlay, etc.)

-Starting new game resluts into CTD after 1-2 setting of tryign to load in. Normal Skyrim doesnt have ANY issues and runs smoothely.

-Seem to ignore any Saves (loaded vanilla saves from nexus. Game simply doesnt see it.)

 

Didn't have any issues with SE before. Even tho I used to mod a lot and solved quite a bit of riddles - this one is completely beyond me. Any suggestions except for reinstalling the WIndows in russian?
