Ultimate edition packs not working!

So I've just recently started modding up my FNV. I've never played on PC before so naturally I got a little excited and started putting in lots of things before I'd so much as loaded the game up. Now, after a bit of trouble shooting all my mods are working as intended. However, no matter what I try short of re-installing the entire game I cannot get the ultimate edition packs to appear in my inventory. I always pick hardcore when I start but I know this doesn't effect them. I'm not sure if any of the mods I did install have broken these packs but despite their 'controversial' nature in discussions of fair play I would still like to utilize them in my playthrough. Does anyone have any ideas as to why they refuse to work?

Please see the 'First Timer Advice' section of the wiki "FNV General Mod Use Advice" article. In particular you need to sort your "load order" correctly, as laid out in the 'Vanilla "Load Order"' entry.

 

Assuming you are really referring to the "DownLoadable Content" (DLCs) when you say "ultimate edition packs", that entry provides the correct sequence. Then you have to have them "enabled" in your game "Data Options" or "mod manager". If you aren't using a "mod manager", you really should. Also covered.

Alright, I've tried doing the load order as you suggested nothing much really happened in any of the saves I tried, one being in Doc Mitchells house and the other being out and about. As for mod managers I use FOMM and NMM

Having dealt with the obvious things that were wrong, let's look a little deeper into why you think they aren't appearing "in your inventory". What are you expecting? It's been quite a while for me, but as I recall I had to collect at least some of those items from locations around Doc Mitchel's house rather than them "magically appearing" in my Player inventory; but I could be wrong.

 

For instance, do you have the "Weathered 10mm Pistol", which is added by the "Classic Pack" of the "Courier's Stash" pack (which is the name for the bundle of all four of the "pre-order packs": Caravan, Classic, Mercenary, and Tribal)? The wiki link for the "Courier's Stash" lists all the items.

 

If they aren't appearing then you need to go through the tutorials about NMM (which should be all you need to install those packs) under the 'Mod Managers' section of the wiki "FNV General Mod Use Advice" article. Be sure you have created and selected your "profile" in NMM, as that groups the mods included in your current game into the "Data" folder. (NMM starts from an "empty Data folder" for each profile.)

Everything I've heard suggests that they pop into your inventory upon leaving doc Mitchell's house, if your game is past this stage they just warp into your inventory. The packs came pre-installed as I bought the ultimate edition of the game and I don't believe they've ever been turned off either in the data file on the splash screen or in NMM. When I checked the splash screens datafile last they were still ticked and on and that was when I started posting here in the first place.

Ah, It didn't occur to me till now but this appears to be a mod related thing. I went and looked through the patch notes and it appears the mod spreads them all across the wasteland. Sorry for being a bit of a timewaster ;~; I'd thought that might have been a front page kinda thang.
