kitcat81
The ground is not flat so you'll still find it hard to put a usual floor without some parts of it floating in the air. Use wooden and concrete foundations + stairs to create the first floor. It's also goes better with the building rules . The first floor must be higher than the ground to avoid humidity and flooding during hard rains. Edit:I mean something like this: https://www.nexusmods.com/fallout4/images/104352 Edited February 8, 2018 by kitcat81
Moldy
In some places, you need a pretty thick foundation to avoid the foliage clipping through. Until you can find such a mod, though,I suggest the Toggle Grass console command; tg. It stays in effect until you disable it,or turn off the game. payl0ad
Grass and weeds are actually not placed objects but procedurally generated from their terrain texture. So, you'd need to dynamically re-paint the ground below your structure, which is impossible to do at runtime IIRC. Flora that's a placed object can be disabled at runtime, but that's probably not what you're referring to.
