Bounty issue Stormcloacks/Imperial Legion

Hi !

In my current game, i've got some troublesome issues : i can have a bounty with Sotrmcloakcs and Imperial Legion Factions.

However, unlike other factions that can actually have a bounty, they won't stop fight to make me pay. I've also tried console (player.setcrimegold) but it did not worked.

I think it is caused by some mod, but i don't know wich.
