Title screen mods (Issue with music replacement)

This can happen if your using a mod that lets you skip the S.P.E.C.I.A.L. intros. It'll also happen if you've recently verified your (Fallout4) game cache via Steam, after installing a main menu replacer. One thing to try is to load up Fallout4, load one of your saves, then quit back to the main menu and see if the music replacement starts playing. If the vanilla main menu music plays, it's likely the game has overwritten the modded .xwm file or it's not installed in the correct location.

The mus_maintheme.xwm file from a main menu replacer mod should be found in Fallout4/Data/Music/Special.

You're correct in the fact it has recently been verified :) all the other mods installed are working efficiently, it seems to just be this one.
