Nowhereville
This is not exactly lore friendly, but what if there was a very low % chance that the player could loot a Dragon Egg from a slain dragon starting a new quest line. The first step in the quest line would be to take the egg to be hatched in some sort of Dwemer incubator located in an existing Dwemer ruin, or new instance. The look and breed of dragon would be dependant upon the type of dragon the egg was looted from. Once hatched, the dragon would become a pet/companion. The only way to level the dragon up both in abilities and size is to continue the quest chain and take it to various levelled underground dragon fighting arenas dotting Skyrim. Each new quest step involves winning against a tougher dragon opponent (or series of opponents) at an increasingly harder venue. The dragon should be non-essential so that it can be killed in a match, forcing the player to have to start over from the beginning with a new egg drop, thus balancing the risk and reward. Each win would allow the dragon to physically grow in size, gain new abilities and skill level, as well as gaining different existing companion perks such as tradable inventory and directed commands. The final fight victory could make the dragon finally essential upon winning, as well as being a mount (if that is possible.) Thoughts?
Nowhereville
I forgot to mention that the dragon would not need to be full0size and comparable to vanilla dragons in the game... just large enough at the end to satisfy its purpose as a mount.
