Auto-attack bug

Hi.

 

I've been having a bug that's been plaguing all of my game saves. Every time I deploy a mine, my character starts automatically attacking with his fists, so I switch to a gun, and he starts shooting that. Going into VATS doesn't solve it, it's not an issue with a mod, all the game settings are fine, rebooting my PC and game doesn't solve it. I'm reaching my wits end with this bug, as nothing I do is killing it off.

 

Not only does my character automatically attack, but key bindings suddenly stop working. I can't reload, I can't manually fire, etc.

 

Does anyone have a solution to this problem?

I was using a certain Frag Mine (MQ04Mine) that's not supposed to be used by the player, and has no animations. Without this mine, the game works fine.
