Mods Not Activating

Please I need assistance with this

 

So I will give some context: I was playing skyrim one day and fast traveled to whiterun from a snowy mountain ruin and there was a continuous blizzard wind noise (which I could not bear) so I reinstalled the game...

 

I don't know much about modding and the like so I decided it would be best to deactivate all the skyrim mods before I reinstalled skyrim- and while I was at it I also decided that the steam workshop was annoying so I would use all my mods through nexus...

 

So I reinstalled skyrim (the wind noise didn't stop- and did I mention it affected save files that previously did not have the problem *sad face*) and I went to reinstall all of my mods...

 

After I got all my mods installed I noticed that there seemed to be less active plugins than mods that I had installed- as i thought there were a total of 28 plugins and 38 "active" mods...

 

I just reinstalled NNM and BOSS and I deleted all my mods and tried to activate a few test mods- the problem persists...

 

Now, I just noticed this, but it seems that the mods that do not show up DO still work in game- however I still would like to know a way to fix this because with all the buggyness that has been going on with skyrim lately I want to exterminate all the problems I can.

The wind noise you're describing sounds like a known bug for an older patch. (1.2.blah I believe) If you're not on the newest patch (1.5.26) I'd recommend updating your game.

 

Mods acting strangely regarding activation and deactivation is often the result of Windows UAC doing it's screwy business... It's more than possible that it's just data saved into your character file causing some aspects of the mod to be persistent after deactivating/uninstalling it but this can be ruled out pretty easily by starting a new save with no mods present.

 

If you feel UAC may be your issue:

 

If you're on Vista/7, Steam (and therefore Skyrim) is installed in the default (C:\Program Files) location, and you're having problems with replacers or simply mods (plugins) not working at all, even though you've activated them in NMM, or mods refusing to deactivate, even though all of their files have been removed, then you most likely have a UAC problem. It is possible to turn off UAC though it's not recommended for the vast majority of Windows users. To get around UAC without turning it completely off you'll need to move Steam to a location UAC does not affect (C:\Games\ is a commonly used location). This will most likely break any 3rd party utilities such as NMM as it will leave old registry keys behind that point to the location you originally installed Skyrim in. If you come across this issue, you'll have to uninstall Skyrim, clean the old registry keys, reboot, then reinstall Skyrim. I personally recommend using Revo Uninstaller as if you uninstall Skyrim through it, it will automatically scan for and ask if you'd like to delete old registry keys. If you're interested in keeping your old mods, config files, and/or saved games, tips found in Bben's Oblivion Reinstall Procedure work for Skyrim as well.

As far as having less plugins than active mods. Not all mods have plugins SkyUI is one of the ones that does not include a .esp file (it doesn't need one). A lot of texture replacers don't have a plugin files either as they simply install replacement meshes/textures into a sub-directory of Skyrim\Data\Meshes and/or Skyrim\Data\Textures\

I was freaking out about it because I thought they had plugins before. Thank you.
