Question about how big a mod would be

It's hard to say. I presume when you say "restore", you mean "to prewar condition".

First, you've have to have replacement textures for everything you want to change. Some of that stuff is already in the game, used in the prologue sequence, but if you wanted to do that across the entire game you'd need a lot more than that. You'd probably have issues with the precombined refs system at some point, as well as navmeshing, if you actually replaced the road/bridge objects with new standalones rather than just retexing them.

That's my guess, anyway, but I'm a scripter. There are folks here much more experienced than I at retexturing and world construction.

If you are just retexturing, then you wouldn't have a problem, The file size wouldn't be an issue, only the fact that Bugthesda sometimes put 4 or 5 pieces of rod on top of each other in some half a$$ed and lazy way of making things appear "post apocalyptic"

However as Greslin mentioned, if you are talking about actually tearing up and replacing all the roads, I would say you might want to stop and rethink that plan. You would have tremendous issues with the Precombined System and probably tonnes of conflicts with other mods as well, Not to mention that the mod would be Gigabytes in size, because we don't have the tools to create the small efficient Precombined Meshes that Bugthesda did/does.
