PsxMeUP
Not sure if not spoiling anything is a spoiler, but here it is... So we got Heimskr in Whiterun, adding atmosphere. I played through Skyrim twice over, and every time I ignored him figuring I'd keep the local religious nut for desert (the nut on the sundae, if you will) for when I've gotten bored of the game and done all the cool quests. I figured he must have some insane story that will start out innocent enough but eventually plunge me into all manners of insanity. I mean, the guy sounds crazy, and in Cyrodiil the crazies are usually the ones that have things figured out. After having played over 200 hours, and told the old fool "don't worry old fool; I'll get to you eventually", I finally decided to talk to him and... ...nothing. The end.

RedRavyn
He's there to annoy you. Seriously. That, and he's involved in a Thieves Guild quest. Or rather his house is. You can probably kill Heimskr if you want to. He's not personally involved in anything but his constant, non-stop ranting. Of course, there are NPCs who are programmed to stand there and listen to him at particular times of the day, so you'll see them standing around staring at where he's supposed to be if you kill him. soarow
I ate him when I first transformed into a werewolve...then I noticed I didn't get bounty. Since then this is the first thing to do as a werewolve in every playthrough
RedRavyn
You shouldn't get bounties when you kill someone in beastform, unless someone sees you change. You'll incur a bounty for that -- I don't know about additional bounties for murders committed afterward.
blacksupernova
I hate him, I want to kill him everytimes I walk pass him, but I can't since my character is pure good. Then, I find out about the silent kill with Conjure Flame Atronach spell. Now Whiterun is finally at peace...
