Oblivion plugins access denied

Hi all, first post on the forum.
Let me just say first that I am unsure if there already exists a topic like this one which may solve my problem, if there is, please direct me to it, elsewhere, read below for what my issue is.

When using Nexus mod manager to enable the DLC and a few mods I have downloaded through the manager, a very short time later it will give me the simple error saying that the Access to the Oblivion plugins.txt is denied.
Because of this issue, it causes Nexus mod manager to crash and it doesn't even enable the mods so if I were to attempt to play the game, the mod isn't even enabled!

I'm unsure on how to fix this issue, as I am unable to use the basic oblivion start up launcher. That's a whole other issue aswell.

The version of oblivion I'm using is the Steam purchased variant.

I would hazard a guess that this is related to read write privilages

where have you installed NMM? I hope it's not in program files , as there are issues with these folders

 

basically , find this file , and see if it's set as read only

I guess you can just uncheck it and see if it works now

but if you've installed this to program files , you should consider reinstalling NMM to a different location , and trying again

 

if this isn't the issue , please do add as many details as you can , we'll try to help

In regards to where NMM is installed, I have had it installed in the past in several different locations, either because I stopped playing skyrim, Fallout, etc and just didn't need it. I hope that doesn't affect the issue.

 

HOWEVER! It is not installed in programfiles this time around. In my case it's installed in my E: Drive, which is my Gaming SSD. This is also where oblivion (In steam) is installed.

In regards to where the plugin's folder is placed:
"C:\Users\ 'insert silly name'\ AppData\Local\Oblivion\Plugins.txt"
