Odd yellow shapes in First Person

That weird yellow shape right next to the reticle is constantly there; only needing me to look slightly downwards to see it at all times. It also turns with my perspective, meaning no matter where I'm looking it's going to be there when I look downward. Any ideas on what's causing it and possibly how to fix it?

Would love some feedback; I believe all the info is there. Even something along the lines of "ur laptop's s#*! m8" would be an acceptable reason for why this is happening.
