Can game saves become fully dependent on plugins?

It's seems very common since extensive Skyrim modding started more than two months ago.

I don't remember early stages of Morrowind and Oblivion modding, but, there's no doubt there were instances of game saves being entirely dependent on certain plugins that CTD errors would display if a plugin is disabled.

This has happened to many of my different saves because when I disable a plugin, a crash with no error message.

I dont know 100% but with Skyrim my experience says possibly but unlikely. You will get CTD due to left over dependencies/ variables; i have definitely run into this exact problem. Fortunately, it does seem like it can be fixed, at least with the mods i have tried. Console commands are in brackets(). All i do is teleport (coc) to a interior cell that is not attached to the world, i usually use the testing room (qasmoke), but a player owned house in whiterun works as well, purge cell buffer (pcb), and wait/ sleep 30 days which clears all cells and respawns everything in both interior and exterior cells. Then save, quick exit (qqq), reload. Its a pain to do, but, that usually fixes a save that has become dependent on an uninstalled mod. Edited by MadWizard25

I tried this method, unfortunately it doesn't help. The savegames still bloating up more and more- without any mod.

it seems that a few Mods are burn into the savegame and its not possible to load the SG without the Mods. I've read 2 or 3 posts where people says that their savegames crash when they deactivate Tytanis (for example). But i cant confirm it because i have it activated :)
