If none of the game's tapestries have what you're looking for, nor do the tapestries made by individuals such as TextureFreak, you'll need to first go into the construction set and retrieve two meshes of the make you want. Picking a make shouldn't be two hard, since, to my knowledge, there are only two stlyes avaliable -- furn_com_tapestry_* and furn_de_tapestry_*. Once you have the names of two meshes that fit into the category you're looking at, either extract the meshes from a BSA archive or the construction set CD. Download NIFTexture and compare the two textures -- they should appear identical in this application, with the exception of a single texture.

Get the name of one of the unique textures specified in the NIFs and acquire it in the same way you did with the meshes. Edit it to your heart's desire, but preserve the size of the image and its filetype (It would be a genuinely bad idea to come in with a 100x200 DDS and make it into a 101x202 BMP -- filesize doesn't matter, just keep the horizantal and vertical measurements of the image intact, along with the filetype). When you're done, save the image in your Data Files\Textures directory, then copy one of the meshes you had earlier and open it in NIFTexture. Replace the name of the texture unique to that mesh with the filename of your image and save the modified mesh in the Data Files\Meshes directory.

Now go into the construction set and open the edit window for a tapestry. Change the ID for that tapestry and replace the mesh that's assigned to it with the mesh you've just created. Save it, and answer "yes" with a dialog pops up asking you if you want to make a new object.
