I have many workshop mods so I cant understand what is causing this. I sorted with LOOT before. Any help would be very blessed as I cant seem to finish the quest if I dont build that transmitter.

Do you have the Wasteland Warlord perk? you didnt mention if you had.

I fixed this last night. I had skip raiding settlements mod still installed from old playthrough and it seems to have interfered with raiding quest. Thank God I did not have to uninstall settlement mods.
