Nowhereville
I thought it would be funky if after completing the Forbidden Legend Quest that you can actually use the writs of sealing from the three brothers. If you reverse pickpocket a non-esssential NPC in the game and place the writ of sealing in their inventory, that NPC goes >POOF< and ends up as the named undead boss of the newly repopulated associated dungeon. Strictly a novelty... I just thought it would be fun.
Nowhereville
To make this idea more lore friendly, and answer the question why the Dragonborn doesn't go >POOF< when the writ of sealing is put in his inventory, this should be introduced as a new quest after Forbidden Legend is completed. The optimum delivery would be a dream the first time the player sleeps after completion of the original quest. A meeting between the Jarl in question and a Dragon priest mentioning the location of the Dragon word of power used to activate the writ. The player would wake with a new quest identifying the location of the crypt. At the end of the crypt, the player would emerge to an outdoor location with 3 undead dragons, whose souls were used to empower the writs. The Undead dragons protect a shout wall, from which the player will learn the shout necessary to activate the writ. After completion of this quest, the player needs to reverse-pickpocket the writ into an unsuspecting non-essential NPC's inventory, then use the shout to rip the poor sod's life force from his/her bones. Then, as mentioned earlier, the player could revisit the associated tomb which has been repopulated with the unlucky NPC as the named boss Draugr at its end. This could be done multiple times as long as the new boss draugr has been defeated and the writ recovered. A great way to get rid of NPC's in the game that deserve some comeuppance.
