Occasional mini freezes after modding? Help wanted

So I just modded my game like cray cray and now occasionally while wandering around, my game will lock up 2 or 3 times for less than a second then resume as normal.. My game hasn't crashed yet, but something is obviously not right. I assume a load order issue? I'll post my load order below, if you guys know what's up, let me know! Yes I've run loot, it's not my pc, I was playing with a smaller load order earlier today and I've modded this game heavily in the past with no issue.
