SSE "Fateshift" or "Reckoning mode" Mod

New to the nexus forms, so I'm not sure if this is the place to try and collaborate and/or learn how to mod, but I have an interesting idea that i would like to learn how to make, and be a part of creating it if possible.

Is there a mod in existance that anyone knows of, or has the knowledge to help me create, that would add a spell or power/shout to Skyrim that allows you to

A. Slow or pause time in an AOE for a few moments

B. Open up humanoid non-boss enemies to instant killmoves

C. Allow you an experiance boost per enemy killed with the spell active.

My thought process for this mod would be that it would focus around one particular spell, with a quest to obtain it, and its own specific skill tree and/or level up system.
The spell itself would function similarly to "Reckoning Mode" from Kingdoms of Amalur, in which the player would charge up and then release an AOE blast around them that would slow time and weaken enemies, lesser ones being able to have an instant kill move or execution performed on them, and larger enemies, bosses, or dragons having resistances lowered so they would receive more damage while the spell was in effect.
The skill tree would level similarly to the vampire and werewolf trees, where as the player performed certain actions, or used the spell enough that points could be added to increase damage dealt to large enemies, size of the AOE/number of enemies effected and so on.

I have a ton of little ideas for this mod as a whole, and would love to try and be a part of its creation but I have 0 knowledge of modding or creating. I really would love to learn, and this idea has me hooked.
