BUG: NPCs not in location

I have a pretty horrific bug where, any NPC that is supposed to be outside when entering a town, are gone. Guards too. But I've figured out where they are.

 

They are occupying the space where the town should be in the main world area. As in, they're stood in a very low resolution version of the town they should be in, instead of actually being in the town. For instance in whiterun, if I use TCL I can go through the gate and see all the NPC's stood around, looking bewildered.

 

I thought I'd narrowed it down to the "Open Cities" mod where the cities actually occupy that space, for seamlessly going between world map and the city. However even when uninstalling, deleting all trace of, and running the game without this mod - the NPC's seem to love not being in position.

 

Can anyone think of a way to fix this? Any way to sort of 'grab' them and make them follow me?

 

 

 

EDIT: The best fix I've found is to start a new game with the mod turned off. Seems it corrupts all saves and ruins map markers, too.
