Special Delivery side quest: Jack Cabot being the silent type

UPDATE! Scrub the below. I left and re-entered the house and the quest progressed. Phew. thanks anyway.

 

 

Edward Deegan sent me to speak to Jack Cabot, at Cabot House, under the side-mission of "Special Delivery".

 

I get there fine, Edward Deegan greets me in the hall and asks me to follow him. He goes upstairs, through a door, along the landing to where Jack Cabot works in his laboratory.

Cabot shakes a test tube...and shakes....and shakes...and that is it. He has the green square quest marker over his head.

I can't talk to him, talk to my brace of companions, talk to Deegan, whatever. I can sit down, wander around. There is no-one else visible.

I tried hitting him, stealing his stuff, shooting him, shooting Deegan, etc.

 

I am stuck.

 

I can't see the right SetStage command to kick Jack Cabot into action, either.

 

Please - can anyone assist me?
