Non-Responding Loading Screen

Every single time I've loaded up Skyrim before I wiped it a few days ago, it loaded up, but without SKSE and enblocal.ini, it had this unresponsive, slow loading screen. It's really annoying, but I fixed it via crash fixes, skse, and enblocal.

 

However... as of right now it's happening anyway, regardless of my files and changes. With, or without mods. Only a fresh, clean uninstall worked, but I refuse to play vanilla skyrim. Here's my load order.

 

Note, I can still play just fine, I'd just rather not have that unresponsive loading screen every time I exit/enter a cell, or load an old/fresh save. It's really annoying...

This exact thing happened with Fallout New Vegas, except I could just wait a few minutes, load it up later, and it wouldn't do that. In fact, the problem solved itself eventually. As such, I'm afraid that if I download this new Windows update, it'll get worse. Any fixes?
