Installing Skyrim SE to a different location. How?

I apologize in advance if this has been asked before or if this is the wrong location. I couldn't find an answer anywhere on the internet and I suck at using forums.

 

So, to install Wrye Bash it tells me I need to reinstall Skyrim to my Games directory instead of Program Files. The problem is that Steam does not give me the option to choose where to install the game. How do I install Skyrim SE into my Games directory from Steam?

Thanks, but that doesn't actually solve my problem. At the part where he clicks "install" and then chooses the install location from the window that pops up, I have a blank space. I do not have the option to select an install location.
